Section 5(a)(1) of the Occupational Safety and Health Act of 1970:
The employer did not furnish employment and a place of employment
which were free from recognized hazards that were causing or likely
to cause death or serious physical harm to employees in that
employees were exposed to:
(a)  Hazard of falling while not wearing safety belts when
working approximately 23 feet above ground level guiding into
position, inserting bolts, clamping down, and removing slins
of the overhead structure sign across all lanes of Highway 49
at the I-59 Hattiesburg, Mississippi Interchange at
approximately 10:15 a.m. on December 6, 1993.
Among other methods feasible and acceptable abatement methods to
correct this hazard is to provide and ensure proper use of safety
belts/fall protection equipment or guarded platform scissor lifts.
