Section 5(a)(1) of the Occupational Safety & Health Act of 1970:  The

employer
did not furnish employment and a place of employment which were free from
recognized hazards that were causing or likely to cause death or serious
physical harm to employees, in that, an employee was exposed to serious
injury
while operating an Economy Wildcat #1200, scissor lift platform,  Serial
#HG-
66802-D where the lever to control the forward and reverse movement of the
lift, had a defective handle control spring which would not allow the
controls
to return to a "stop" position.  Among other methods, one feasible and
acceptable abatement method would be to ensure that all controls are in
proper
working condition, and that through proper maintenance, and daily
inspections
of the equipment that each machine is working properly:
Jobsite; Vestibule Section, West Entrance:
Employee was exposed to serious injury while operating an Economy,
Wildcat #1200, scissor lift platform, Serial #HG-66802-D, and
standing
on the elevated platform where a steel beam was between the
operator
and
the controls.  The forward and reverse control lever, would not
