intersection of Landover Terrace
and Biscayne Drive, on or about July 6, 1998.  Among other methods, one
feasible and
acceptable method to correct this hazard is to prohibit the use of the
backhoe bucket as a means
of elevating personnel.  For guidance, refer to the Safety Manual, For
