Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish to each of his employees employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: At Central Heating Section, Building #2763, Ft. Benning, GA - Boiler No. 1 was operating in a manner that exposed employees to the potential of a steam explosion. The boiler had numerous mechanical defects that could lead to a violent steam release. Among feasible and useful methods to correct the hazard, but not limited to, are: Repair one of the boilers to be used as the main boiler, and repair another boiler to be used as a back-up. The employer should initiate an inspection, maintenance and repair program to include a certified boiler inspector to ensure safe operation of the boilers.
