Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were potentially exposed to ammonia gas or liquid causing irritation, chemical burns, and acute lung damage/edema. a)Ammonia Storage Area-Employees required to work in the area are potentially exposed to becoming overcome by ammonia in case of an emergency in that there was no self contained breathing apparatus (SCBA) located outside of, but close to, the exit door. b)Ammonia Storage Area-Employees working in the area are potentially exposed to becoming splashed by ammonia in that there was no eye wash/shower located just outside the machine room exit door. c)Ammonia Storage Area-There was no plant evacuation plan on display with persons responsible for activation clearly shown on the plan in case of an immediate evacuation of the building. Among other methods, one feasible and acceptable abatement method to correct this hazard is to 1)provide self contained breathing apparatus (SCBA's) and eye wash/shower outside the exit door of the machine room and provide a second, backup, SCBA and 2)develop an evacuation plan as required by IIAR (International Institute of Ammonia Refrigeration) Bulletin No. 109, 10/97-Guidelines for IIAR Minimum Safety Criteria for a Safe Ammonia Refrigeration System.(Section 4.10.6, 4.10.10, and 4.10.11)
