Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employmnent and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to hazards associated with working in the vicinity of mobile equipment which was not equipped with an operable audible motion alarm: (a) Wake Island, Missile Motor Storage Building: Operational checks and maintenance were not done prior to operation of a bi-directional manlift, model MPN 60, serial number T0096. The audible alarm was not operable.
