potential vessel over-pressurization hazards from the failure of a low
pressure storage vessel:
a)  Plant 4 Tank Room;  the steel storage tank used
to contain Cymel 481 Resin was exposed to
approximately six psig pressure and was not certified
for use as a low pressure storage tank as defined
by Subparagraph 5.23, Recommended Rules for Design
and Construction of Large, Welded, Low-Pressure
Storage Tanks, of the American Petroleum Institute
Standard 620-1966, January 17, 1992.
FEASIBLE AND USEFUL METHODS OF ABATEMENT INCLUDE BUT
ARE NOT LIMITED TO THE FOLLOWING:
1)  Develop an inspection and maintenance program for
low pressure storage tanks to insure compliance;
2)  Replace the existing vessel with a certified pressure
vessel.
