The alleged violations below have been  grouped  because  they  involve
similar or related hazards that may increase the potential  for  injury
resulting from an accident.
Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment and a place of employment which
were free from recognized hazards that were causing or likely to cause
death or serious physical harm to employees in that employees were
exposed to a fall hazard:
a)  Exit 37 and Route 80 - employees performing grit
blasting from a cantenary scaffold located 15 feet
above the ground were exposed to a fall hazard,
June 22, 1992.
Among other methods, one feasible and acceptable
abatement method is:
1)  use of safety belts and lanyards when working
from cantenary scaffold.
OR IN THE ALTERNATIVE:
29 CFR 1926.28(a):    Appropriate personal protective equipment was
not worn by employees in all operations where there was exposure to
hazardous conditions:
a)  Exit 37 and Route 80 - employees performing grit
blasting from a cantenary scaffold located 15 feet
above the ground were exposed to a fall hazard in
that a safety belt and lanyard were not used, June
22, 1992.
