Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment and a place of employment which
were free from recognized hazards that were causing or likely to cause
death or serious physical harm to employees in that employees were
exposed to:
a)  Employees classified as Distribution-General and
Distribution-Utility Leader performed work tasks which
exposed them to potential contact with energized
electrical components and were not adequately trained
to recognize and prevent contact with the energized
electrical components, on or about February 4, 1993.
AMONG OTHER METHODS, FEASIBLE AND ACCEPTABLE ABATEMENT
METHODS TO CORRECT THIS HAZARD ARE:
1.  to provide training so that employees will be
able to determine that facilities are de-energized
and safe to work on;
2.  to prohibit utility leaders and
DistributionGenerals
from doing primary termination work in
an area where energized primary cable exists
unless under the direct supervision of a lineman,
lineman leader or other qualified individual.
OR IN THE ALTERNATIVE:
29 CFR 1926.21(b)(2):    The employer did not instruct each employee
in the recognition and avoidance of unsafe conditions and the
regulations
applicable to his work environment to control or eliminate
any hazards or other exposure to illness or injury:
a)  Employees classified as Distribution-General and
Distribution-Utility Leader performed work tasks which
exposed them to potential contact with energized
electrical components and were not adequately trained
to recognize and prevent contact with the energized
electrical components, on or about February 4, 1993.
