Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to unknown concentrations of ammonia and or/atmospheres that were Immediately Dangerous to Life or Health (IDLH): (a)F/V Storfjord: The employer failed to provide ammonia vapor detectors as required by ASHRAE 15-1992, Safety Code for Mechanical Refrigeration. Two employees responding to an ammonia leak in the cargo freezer hold on 10/9/96 were exposed to unknown concentrations of ammonia and/or IDLH atmospheres. Among other methods, one feasible and acceptable abatement method to correct this hazard would be to provide a portable detection device to check ammonia levels prior to or during initial entry. The ammonia concentration dictates the level of respiratory protection required for employee entry.
