Section 5(a)(1) of the Occupational Safety and Health Act of 1970:
The employer did not furnish employment and a place of employment
which were free from recognized hazards that were causing or likely
to cause death or serious physical harm to employees in that
employees were exposed to a recognized hazard of electrical shock
or burns:
(a)  P/V Arctic Star:  Employees working in the area of the
blast freezer had occasion to work in an area that the
electrical breakers in an electrical panel cabinet was
blocked to access in the event of an emergency.  This
condition exposed employees to personal injury in the
event of an emergency and the breakers could not be
turned to the off position to stop the flow of electrical
current.
