Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The
employer did not furnish
employment and a place of employment which were free from recognized
hazards that were
causing or likely to cause death or serious physical harm to employees in
that employees were
exposed to:
a) Crushing injuries due to improper procedures used when removing a
tender
from the round house. Employees are required to move tenders and
locomotives
with a front end loader. The front end loader is chained to the tender
and back
out of the round house. The bucket was not removed during the operation
and
thee wheels were not chocked and was positioned on an incline. Among other
methods, feasible and acceptable abatement methods to correct this hazard
are:
1) Adopt a specific policy that the wheels of the railroad vehicle and of
the front end
loader be chocked per 29 CFR 1926.600(a)(3)(ii).
2)Construct an adaptor, which will serve as a coupler, to be inserted
into the draw
bar pocket. This will prevent employees from working between the
equipment.
Adopt a policy which states that employees are not allowed to walk or
stand
between the vehicles, per Burlington Northern Railroad Safety rules (#151
and
154)
3)Purchase a car puller to remove the locomotive from the round house.
