Executive Order 12196 Section 1-201-(a) of the Occupational Safety and Health Programs for Federal Employees: The Head of the Agency did not furnish employment and place of employment which was free from recognized hazards that were causing or likely to cause death or serious harm to the employees in that: Employees located at the Florissant Post Office were exposed to entrapment in that structural supporting members (floor joists/rafters) were weak in the post office and the vacant adjacent structure. Among other methods one feasible and acceptable method to correct these hazards would be to: 1. Replace/support the damaged floor joists weakened by drilled holes/fire. 2. Construct a fire wall between the vacant area of the building and the post office, fire wall must conform to the National Fire Protection Association requirements and local/city/state codes.
