Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish his employees employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that the controlling framing contractor Colebrook, Inc. did not ensure that all sub-contractors provided proper fall protection when employees were exposed to fall hazards exceeding 10' to concrete floors below while framing on residential homes with no fall protection. Among other methods, one feasible and acceptable abatement method to correct this hazardous condition would be to work off scaffolds or properly placed ladders or other adequate fall protection.
