Section 5(a)(1) of the Occupational Safety and Health Act of 1970: the
employer did not
furnish employment and a place of employment which were free from
recognized hazards
that were causing or likely to cause death or serious physical harm to
employees in that
employees were exposed to the hazard of losing control of the vehicle and
being struck by or
striking a stationary object or another vehicle:
a)  On the property - employees use (4) golf cars to access other parts of
the property
and to carry equipment.  The service brakes and back up warning devices on
the carts
are not operational and expose employees to crushing injuries resulting
from not being
able to stop the vehicle in emergency situations, on or about 9/14/94.
b)  On the property and on the public roads - employees use a Ford ranger
pick-up
truck with Florida registration LAL 38N for picking up supplies and for
use on the
campground.  The truck has excessive "play" in the steering, approximately
8
inches,
which exposes the employees to loosing control of the vehicle in panic
turns or if the
vehicle strikes a hazard on the roadway surface, on or about 9/13/94.
Among other methods, one feasible and acceptable abatement method to
correct this
hazard is to have the steering, brakes and backup warning devices repaired
and
establish a preventative maintenance schedule and program.
