Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: (a) Jobsite: Second floor link balcony; Employee was exposed to serious fall hazard and serious injuries while standing on a step ladder in an elevation that placed him above the existing standard guardrail system. This operation was located on the link balcony that was six foot wide and twenty feet above the ground below. This employee was installing hangers for pipe. He didn't have any fall protection such as safety belt and lanyard to tie off. Among other methods, one feasible and acceptable abatement method to correct would be to have the employee wear a safety belt and lanyard and tie off to a substantial part of the building.
