Section 5(a)(1) of the Occupational Safety and Health Act of 1970:
The employer did not furnish employment and a place of employment
which were free from recognized hazards that were causing or likely
to cause death or serious physical harm to employees in that
employees were exposed to a fall hazard which could result in
serious physical harm or death while standing on a horizontal steel
support during a steel grating raising operation.  among other
methods of abating this condition would be to utilize a safety belt
attached to a lanyard secured to the overhead roof truss location:
(a)  Location:  H.V.A.C. Platform:  Employee standing on a
structural steel member, was not wearing a safety belt with
lanyard to prevent his fall onto the concrete floor below.
