Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to fall hazards: (a) Jobsite: Employees were exposed to fall hazards while installing soffit panels to the bottom of the overhead balconies and placing one foot on a step ladder and the other on the top rail of the existing guardrails system, and without using any fall protection. Among other methods of abating this condition is to wear safety belts or harnesses attached to a lanyard and life line.
