Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment and a place of employment which
were free from recognized hazards that were causing or likely to cause
death or serious physical harm to employees in that Health Care
workers such as dental assistants, dental hygienists, and dentists
working in the Dental Area, are exposed to the hazard of being
infected by the HBV and/or HIV through possible direct contact with
blood or other body fluids because a training and instruction program
had not been implemented for these employees.
One feasible and useful abatement method for reducing this hazard
is to provide training and instruction in the following:
1.  Transmittal information, risk factors for employees, universal
precaution concepts, and other related information on con-
tamination and protection;
2.  The proper use of personal protective equipment such as lab
jackets or smocks, and gloves.  The changing of gloves and lab
jackets when leaving the patient-care area.  Washing the skin
surface thoroughly and immediately after contact with body
fluids.  Wearing uniforms for protection, etc,;
3.  The proper handling and disposal of sharp instruments to reduce
or eliminatge needle sticks or cuts.  The proper handling of
contaminated protective clothing such as lab jackets, uniforms,
etc., especially those with blood and body fluids;
4.  The proper disposal procedure of contaminated materials, for
example placing soiled gauzes from the patient into designated
trash bags for disposal.  Instruction in disposal procedures
for janitorial service personnel must ber included and gloves
provided.
Training and instruction can best be accomplished through an IC
(Infections Control) program with monitoring of such areas as:  proper
work practices, updating training procedures, documentation of
training sessions and other related methods.  Follow-up procedures
on training and instruction by the IC Monitor is necessary in areas
such as employee immunization status on HBV vaccination and antibody
response adequacy, needle stick, exposure to blood and body fluids
when the employee's skin is chapped or abraded, and other related
areas.
