Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment and a place of employment which
were free from recognized hazards that were causing or likely to cause
death or serious physical harm to Health Care workers such as all
employees in the laundry that were exposed to the hazard of being
infected by the HBV and/or HIV through possible direct contact with
blood or other body fluids.  The above employees have not been offered
the Hepatitis B vaccination.
One feasible and useful abatement method for reducing this hazard
is to implement a Hepatitis B vaccination program for employees:
1. Identify all employees at substantial risk of directly
contacting body fluids through the facility's IC (Infections
Control) policy/program.
2. Provide employees with the Hepatitis B vaccinations in amounts
and at times prescribed by standard medical practice.  Imple-
ment a follow-up procedure on training and instruction by the
IC Monitor in needed areas such as employee immunization status
on HBV vaccination and antibody response adequacy, needle
stick, exposure to blood and body fluids when the employee's
skin is chapped or abraded, etc.
Monitoring of this program can best be accomplished through the IC
program.  Included in the IC program will be proper work
practices, documentation of vaccination procedures, exposure to
blood and body fluids acquired during needle sticks, cuts, cracks
in the skin, etc.
