29 CFR 1926.20(b)(1): A safety program was not initiated and/or maintained to provide compliance with the general safety and health provisions of the standard: (a) Employees were exposed to falls of greater than 10 feet in an area where guardrails were impractical without the use of alternate means of fall protection being provided (reference 29 CFR 1917.112(b)3.) Among the accepted means of abatement is the installation of safety nets or the use of a layard, safety belt, and a secure place to tie off. On or about January 6, 1993, employees were exposed to falls greater than 10 ft. from the gunnale of the vessel "Sea Beach I" while signaling the crane during unloading operations.
