Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to possible injury from falls of up to 18 feet to the inside of the building while sheeting a roof with a 5/12 pitch and an eave to ground height of approximately 16 feet, on or about 5/13/93. Reference 29 CFR 1926.451(U)(3): (a) Among the fesible means of abatement are; installing a catch platform below the working surface or providing a secure attachment point for employees to attach a life line so that safety belts and rope grabs can be used.
