Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazards of being struck by debris and/or becoming entangled in moving conveyor belts which were not guarded in accordance with ANSI B20.1-1972: (a) Concrete Block Production Plant; One conveyor which conveys sand from a sand storage area into the concrete mixing machine passes over a set of stairs which employees must use to access mixing machine controls. Employees must pass under this conveyor belt on its return run. This belt was not enclosed by any guards or fences. (b) One conveyor on the plant production floor which conveys concrete mix from the mixer to the block making machine was also not guarded by shields or fences. Employees walking around the machinery must "duck" under this conveyor belt on its return run. this belt was not enclosed by any guards or fences. Among other methods, one feasible and acceptable method to correct this hazard is to install guards, shields or fences which will enclose the conveyor
