Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazard of being struck by collapsing wood trusses, and/or falls of approximately sixteen feet high from collapsing wood trusses: (a) Roof trusses installed on or about July 5, 1993, at the Chungs Tae Kwon Do College construction site, were not adequately braced to prevent the trusses from collapsing laterally. Of the forty four trusses, installed thirty six trusses collapsed. (b) Sixty foot long roof trusses, were hoisted on or about July 5, 1993, at the Chungs Tae Kwon Do College construction site, utilizing a two point lift, without using a spreader bar. Among other methods, one feasible and acceptable abatement method is to handle lift, erect, and brace the metal plate connected wood trusses in accordance with the recommendations of the Truss Plate Institute HIB-91 Summary Sheet for Handling, Installing, and Bracing, Metal Plate Connected Wood Trusses. These recommendations are provided upon delivery of the trusses, and recommended by the truss designer/manufacturer and the Standard Building Code.
