b) Employees defeat the self-closing lift controls on the automobile
hydraulic lifts in the repair
shop by tying or blocking the control in the on position.
AMONG OTHER METHODS, ONE FEASIBLE AND ACCEPTABLE ABATEMENT
METHOD TO CORRECT THIS HAZARD IS:
1) Install or repair automatic safety locks or other means for
automatically engage when the lift
is fully extended, or alternately use appropriate jack when the lift is
fully extended.
2) Conduct the required maintenance procedure described by the lift
manufacturer. For
examples, follow the service instructions such as those found on page 10
of the Globe
Installation, Operation, and Service Parts Manual for Model FS-10 Series
"Frame Kontact"
Lifts; or such as the maintenance instructions found on page 11 of the
Gilbarco Installation and
Maintenance Instructions for "Swing Rail" Single Post Drive Over Lifts
(A-1AA10 and
A1AA30
series).
3) Conduct inspections as recommended by the lift manufacturer of the
automobile lift to ensure
that the automatic mechanical locking device and all other operating
components are in safe
operating condition. At a minimum, perform these inspections daily.
Implement a safety program
whereby the operator verifies proper operation of the automatic safety
lock as the start of each
shift. Ensure that employees report defective lifts. Ensure any defective
lifts are removed from
service until rendered safe for use.
4) Instruct and retrain employees in the proper use of them manufacturer's
procedures for safe
operations of the automobile lifts, including use of all safety features
of the automobile lifts.
Enforce the proper use of all safety features.
5) Obtain and display the manufacturer's operating instructions. Implement
a safety program that
ensures that the safety requirements of the following publications are
followed:
i) ANSI B153.1 (1990) Safety Requirements for the Construction, Car, and
Use of
Automotive Lifts published by the American National Standards Institute!,
which says the
following.
4.1.3. The lift control mechanism shall automatically return to the
neutral
or "off"
position when it is released.
4.1.11. Automatic lifts shall be equipped with an automatic mechanical
device to
hold the lift in the fully extended position. NOTE: this requirement
applies to all lifts installed
after the effective date of ANSI B153.1 (1974).!
7.1.2. The owner/employer shall maintain and care for the lift to ensure
its
continued safe operation.
7.2.1. The owner, user, or employer shall display the operating
instructions in
a conspicuous location in the lift area.
7.2.2. The owner or employer shall ensure that operators of automotive
lifts are
instructed in the safe use and operation of the lift using the
manufacturer-provided instructions
and the Automotive Lift Institute publication, "Lifting It Right," SM89-1,
and "Safety Tips,"
ST90. NOTE: when these publications are updated, the updated publications
should be used.
7.3. The owner or employer shall establish a periodic inspection procedure
as
recommended by the manufacturer to ensure the safe operation of the lift.
ii) Automotive Lift Institute publication ALI SM93-1 (Lifting It Right),
which states the
following.
Do not overide self-closing lift controls.
Do not block open or override the self-closing feature of the lift
controls.
Be sure the lift's locking device is engaged and working. If it is not,
carefully
lower the vehicle, inform your supervisor, and have the lift serviced.
iii) National Safety Council Data Sheet 1-437 (Automotive Hoisting
Equipment); and
12. On all lifts, whether hydraulic or mechanical, a safety device should
be
provided, on each supporting member, that will hold the load independently
of the lifting means
at the maximum `up' position.
16. The direct control device should be of a type that will automatically
return
to the neutral or `off' position upon release by the operator. The `dead
stick' type of control must
not be tied, blocked, or otherwise secured in the open or operating
position.
24. Automatic mechanical devices to hold the lift in the fully extended
position
have been standard equipment on all lifts since 1974 ... If an older lift
is not equipped with a
positive device, an auxiliary support device  that is capable of
supporting the rated capacity of
the lift should be engaged
