Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to being caught in or struck crane booms and/or grapples:
a)On or before 5/14/96 at the infeed conveyor.  Laborers who were removing
"incompatible" items from a belt conveyor were exposed to being caught in
or
struck by a Ramey model 950 pedestal stationary articulated boom type
hydraulic
crane which was provided with a clamshell type grapple.
ABATEMENT NOTE:
Among others, a feasible method to eliminate or materially reduce this
hazard is
to implement a procedure, and/or provide guarding to prevent employees from
entering areas where the crane can reach and where they will be out of
sight of
the crane operator, and; the employer shall comply with the manufacturer's
specifications and limitations applicable to the operation of any and all
cranes as
listed in 29 CFR 1926.550(a)(1) through (19).

"incompatible" items such as carpet rolls and mattresses from a moving
steel belt
conveyor were required to ride on the conveyor belt while performing this
operation.
ABATEMENT NOTE:
Among others, a feasible method to eliminate or materially reduce this
hazard is
to comply with American National Standards Institute/American Society of
Mechanical Engineers B20.1-1990, Section 5.12 and not have employees ride
conveyors.

provided at all of the locations where the employees were normally
stationed.
ABATEMENT NOTE:
Among others, a feasible method to eliminate or materially reduce this
hazard is to
comply with ASME/ANSI B20.1-1990 and install emergency stopping devices at
all
points where employees are normally stationed.
