Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to the hazard of being struck by falling steel columns:
a.Jobsite -
Eight free standing columns were erected with no temporary support. Before
the
structure was guyed and secured one of the columns fell killing an
employee; on
or about 11/25/97.
ABATEMENT NOTE: Among other methods, one feasible method to reduce this
hazard is to
erect temporary supports for the steel frame as it is being erected. The
guidelines that are
stipulated in the American Institute of Steel Construction, Code of
Standard Practice for Steel
Buildings and Bridges should be followed. At a minimum temporary supports
should be
provided to secure the steel framing, or any partly assembled steel
framing, against loads
comparable in intensity to those for which the structure was designed,
resulting from wind,
seismic forces and erection operations.
