Section 5(a)(1) of the Occupational Safety and Health Act of 1970:
The employer did not furnish employmnent and a place of employment
which were free from recognized hazards that were causing or likely
to cause death or serious physical harm to employees in that
employees were exposed to:
Employees were exposed to the recognized hazard of being struck by
coils of steel improperly secured when lifted. An employee was
placing paper on a pallet and reached under the edge of a suspended
coil weighing approximately 5000 lbs. The banding on the coil broke
and the coil fell onto the employee resulting in the amputation of
the left arm. Banding was placed around steel coils without the
placement and use of edge protectors to protect the bands from
sharp edges of the steel.
Among other methods, One feasable and acceptable abatement method
to correct this hazard is to place edge protectors under the
banding to prevent sharp edges from cutting the banding.
