Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to severe burns or death in that employees were not properly grounded while applying a combustible powder through a hand held electrostatic spray gun: a) Power Coating Mezzanie - An employee was observed using a hand held electrostatic spray gun while wearing nonconductive rubber solid sneakers, standing on cardboard and wearing cloth type gloves, thus inhibiting the ability to create proper grounding which could result in a spark discharge, and subsequent fires and/or explosions, 4/25/90 Among other methods, one feasible and acceptable abatement method to correct his hazard is to: 1) Remove the cardboard from the floor area and ensure the working surface is a grounded, conductive material. 2) Conductive-soled shoes, disposable conductive boots, or personnel grounding straps must be worn by person in the spray area. 3) If gloves are worn, both palms must be cut to allow bare skin contact with the equipment.
