Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment and a place of employment which were
free from recognized hazards that were causing or likely to cause death
or serious physical harm to employees in that employees were exposed to
fall hazards due to an unguarded elevator shaft:
a) Emloyees on the second floor walk and work in close proximity to
an open, unguarded freight elevator landing, thus being exposed to
injury from falls, January 23, 1990.
Among other methods, one feasible and acceptable abatement method to
correct this hazard would be to install landing doors or gates which
have locking devices which prevent the normal operations of the elevator
while the door or gate at the landing at which the car may be standing
is open or unsecured.

foot pedal control was unguarded, thus exposing employees to injury

correct this hazard is to guard the foot pedal.
