Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to cumulative trauma and musculoskeletal disorders: a.Aircraft mechanics were exposed to cumulative trauma and musculoskeletal disorders when working with vibrating and other hand tools. Some abatement/preventive methods which may be employed, among others, include the following features: STEP 1: Implement an ergonomics study to identify those operations within the plant that are associated with Cumulative Trauma Disorders (CTD) and Musculoskeletal Disorders (MSD). This study should include a review of the past accident and injury data, identification of jobs and persons involved in CTD and MSD, and an analysis of the processes and motions which are associated with these disorders. STEP 2: Implement a training program to alert employees to the hazards of cumulative trauma disorders and inform them of the work practices that can be used to minimize the ergonomic hazards of their jobs. The training should also include basics of body biomechanics. STEP 3: Identify possible administrative and engineering solutions for the identified processes and motions. Such solutions may involve redesign of equipment, adjustment of processes, job rotation, adequate mandatory rest breaks, the implementation of an exercise program and use of anti-vibration equipment. To be effective, employee input is necessary since improperly designed work stations and controls will not be used if employees believe they interfere with their work. Also, after installation, the effectiveness of the controls must be evaluated and modified if necessary to insure their effectiveness. STEP 4: Implement a medical management program to monitor employees and prevent early symptoms from progressing to injuries. This program should include: determining the extent of injuries and illnesses, determining if injuries and illnesses are caused or aggravated by work, educating all employees and supervisors on early signs of injuries and illnesses and encouraging early reporting, instituting a formal documented tracking and surveillance program to monitor injury trends in the plant, providing adequate treatment of ergonomic related cases, and allowing adequate time off for recovery after surgery or other aggressive interventions.
