Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to:
a.The hazard of being struck by parts of an aircraft during ground
handling operations due
to an inadequately designed and installed ground handling system on an
EA6B aircraft
on or about September 7, 1996.
Among other methods, feasible and acceptable abatement methods to correct
this hazard
are:
To provide properly manufactured ground handling gear and specific written
installation
instructions for landing gear, ground handling gear and/or support gear
for aircraft being
serviced, repaired, overhauled or rebuilt where any landing gear assembly
or
component
of a landing gear assembly is removed.  Such instructions shall include
but not be limited
to the following critical elements:
a.check to ensure the assembly has been manufactured or remanufactured to
be
used on the specific type of aircraft on which it will be installed.
b.provide quality control inspections when manufacturing and installing
landing gear
assemblies on aircraft.
c.provide quality control inspections to ensure that repair and/or
modification to the
gear or its components comply with the appropriate military standard and/or
specification.
