Section 5 (a) (1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment and a place of employment which were
free from recognized hazards that were causing or likely to cause death
or serious physical harm to employees in that employees were exposed to:
(a) On or about April 9, 1991, at the 1700 block of Sunrise Street,
in Lake Worth, Florida, employee was not secured to static line as he
exited the hatch of water tower and sat on the rim of spider stage, exposed
to 100 foot plus fall hazard.  Among other methods one feasible and
acceptable method to correct this is strict enforcement of a policy
prohibiting employees form exiting a safe area before attaching lanyard
to static lines.
