Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: (a) On or about March 18, 1991, employees working on the East and South side of the building approximately 16 feet high were exposed to falls. In the alternative 29 CFR 1926.28(a). Among methods of abatement one is to provide safety belts, lanyards and a secure place to tie off.
