Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: Employees were exposed to radiation from Neodymium YAG lasers. Employees in the gun finishing room who were working with class four welding lasers to assemble electronic cathode guns, did not receive adequate training in the assessment and control of laser hazards. Among other methods, one feasible and acceptable abatement method to correct this hazard is to establish and enforce an adequate laser program that is referenced in ANSI Z136.1-1976, section 5. Essential elements of a Laser Safety Program would include: 1. Education of authorized personnel (operators and others) in the assessment and control of laser hazards. 2. Delegation of authoriaty and responsibility for supervision of hazard evaluation and control of laser hazards to a Laser Safety Committee of Officer. 3. Application of adeuqate protective measures for the control of laser hazards. 4. Medical surveillance of lasers users. 5. Management of accidents.
