General-duty citation text
Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: Three 500 watt Hubbell brand quartz lamps were being utilized over sinks and weighing areas to inspect meat. a) One light was found in the Spice Room, and b) two in the boning area. These lights were situated approximately six feet from the floor and were equiped with glass covers. The glass covers on the lamps did not fit the requirement of hte FSIS directive 11,010.1 under paragraph 3, Protective Devices. One light in the Spice Room had the glass replaced with plastic which had bubbled out from the 1200 Fo degree, plus degree heat emitted from the halogen bulb of the lamp. This heat exposed to the plastic created a fire hazard which could severly burn employees standing nearby. Among other methods, one feasible and acceptable abatement method is to change the lights to meet FSIS specifications, i.e., find a light that has the required illumination, and shatterproof cover, without the excessive heat.
