free from recognized hazards that were causing or likely to cause death
or serious physical harm to employees in that employees were exposed to
the hazard of electrocution:

three circuit breakers missing exposing energized parts to accidental
contact by employees.
Among other methods, one feasible and acceptable abatement method to
correct this hazard is to guard all exposed live parts in accordance
with NFPA 70, National Electric Code, Article110-17 (a) and (b).
