Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment and a place of employment which were
free from recognized hazards that were causing or likely to cause death
or serious physical harm to employees in that employees were exposed to
the hazard of electrocution:
a) LCV "Julie B" Northeast side of Eleanor Island - A double circuit
breaker was missing from the circuit breaker panel in the galley
exposing employees to accidental contact with energized electrical
parts.
Among other methods, one feasible and acceptable abatement method to
correct this hazard is to guard all exposed live parts in accordance
with NFPA, National Electric Code, Article 110-17(a) & (b).

a) LVC "Julie B", Northeast side of Eleanor Island - The Black and
Decker right angle head sander being used behind the pilot house
was not grounded.
Among other methods, one feasible and acceptable abatement method to
correct this hazard is to ground all cord and plug connected equipment
in accordance with NFPA 70, National ElectricCode, Article250-59.
