Executive Order 12196 Section 1-201(a) of the Occupational Safety and Health Programs for Federal Employees: The agency did not furnish employees places and conditions of employment that were free from recognized hazards that were causing or were likely to cause death or serious physical harm from the hazard of suffocation and burns: a) ATCT: There was no emergency action plan which included evaucation procedures. The control tower operations room consisted of a variety of combustible materials such as, but not limited to wood paneling. Other flammable materials such as cardboard boxes were also stored in the control tower. Among others, acceptable mean of abatement is: implement an evacuation plan as outlined in the FAA Manual 3900.19, Chapter 12, paragraph 182 (a) which states: A plan for evacuating ATCTs in emergencies shall be developed and reviewed periodically. The plan shall include designation of exitways and outside assembly areas. A plan or diagram of designated emergency egress routes shall be posted in a place readily available to employees.
