General-duty citation text
Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to being struck by vehicular traffic: a)Employees were power sweeping in the roadway without wearing a traffic vest. b)Training was not provided to employees in the recognition of unsafe conditions in work zone safety. Among other methods, recognized and feasible means of abatement to correct these hazards are to: a) Ensure that employees sweeping areas traveled by motor vehicles are provided with suitable traffic vests and provided with training that enables them to recognize and control hazards associated with vehicles; and b) Comply with the applicable elements required by the Manual on Uniform Traffic Control Devices (Millennium Edition), June 2001 when performing work that affects traffic.
