Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to high pressure steam in a confined space, a steam pit,
without the employer
having locked out the control valve to prevent accidental energizing of
the line:
A FEASIBLE ABATEMENT METHOD WOULD BE TO ESTABLISH AND IMPLEMENT
ENERGY CONTROL PROCEDURES (LOCKOUT/TAGOUT) BY WHICH EMPLOYEES
ENTERING THE CONFINED SPACE WOULD PLACE A LOCK OR TAG, OR BOTH, ON
THE VALVE AND KEEP THE KEY(S) IN THEIR POSSESSION TO PREVENT THE
INADVERTENT OR ACCIDENTAL OPENING OF THE VALVE.
