Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to fall hazards: (a) Dauphin County Bar Association Building - Employees were painting the roof area trim without fall pro- tection for the edge of the roof, on or about May 28 and 29, 1992. Among other methods, one feasible and acceptable abatement method to correct this hazard is to install a guardrail system. OR IN THE ALTERNATIVE 29 CFR 1926.28(a): Appropriate personal protective equipment was not worn by employees in all operations where there was exposure to hazardous conditions: (a) Dauphin County Bar Association Building - Employees were painting the roof area trim without fall pro- tection for the edge of the roof (safety belt and lifeline or equivalent protection required), on or about May and 29, 1992.
