General-duty citation text
Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to potential falling loads: (a)Slit Coil Area - The installation of the Two Ton Beacon Line Crane was not adequately evaluated to ensure that the crane could withstand the loads and forces. The employer did not have an initial or annual inspection record for the crane or a record confirming the load testing for the jib crane after its installation in a new location, on or about July 13, 2005. Among other methods, one feasible and acceptable abatement method to correct this hazard is to have a structural engineer evaluate the installation of the jib crane. An inspection and load testing program must be implemented which incorporates all recommendations outlined in the manufacturer's manuals with written, signed and dated reports and also in accordance with ASME B30.11-1998 Monorails and Underhung Cranes in order to ensure a safe and proper functioning jib crane. VERIFICATION REQUIRED
