Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment
and a place of employment which were free from recognized hazards that
were causing or likely to cause
death or serious physical harm to employees in that employees were not
protected from being struck by front-
end loaders operating in close proximity in a confined area with limited
visibility:
(a)Wharf/Bunker Area - Employees entering and exiting the compost bunkers
were not protected
from being struck by front-end loaders operating in poor visibility
conditions, on or about
November 28, 2002.
AMONG OTHER METHODS, ONE FEASIBLE AND ACCEPTABLE ABATEMENT  METHOD TO
CORRECT THIS HAZARD IS TO RESTRICT FRONT-END LOADERS FROM ENTERING THE
BUNKERS WHEN THE BUNKERS ARE OCCUPIED BY OTHER EMPLOYEES BY SUCH MEANS AS
TEMPORARY BARRICADES, FLASHING LIGHTS, ETC..
