Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employmnent and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to hazards associated with the improper use of the material
handling jib/winch and
power tool system of a aerial device:
(a)  Presque Isle State Park; Erie, PA: an employee was severely injured
while
attempting to remove an underground cemented cable with the winch that is
part
of the aerial lift.
Among other methods, one feasible and acceptable method to correct this
hazard is to:
1.  Obtain and implement applicable Sections of ANSI A92.2-1990,
Vehicle-Mounted Elevating
and Rotating Aerial Devices.
2.  Review Operator's Manual with all lift operators and adhere to its
recommendations.
