power tool system of a aerial device:

while
attempting to remove an underground cemented cable with the winch that is
part
of the aerial lift.
Among other methods, one feasible and acceptable method to correct this
hazard is to:
1.  Obtain and implement applicable Sections of ANSI A92.2-1990,
Vehicle-Mounted Elevating
and Rotating Aerial Devices.
2.  Review Operator's Manual with all lift operators and adhere to its
recommendations.
