Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The

employer did not furnish employment and a place of employment which
were free from recognized hazards that were causing or likely to cause
death or serious physical harm to employees in that employees were
exposed to:
Shipping/Engine Pack Department:
The following procedures are performed under an engine with the engine
suspended by a a sling from a hoist.
1) AGT 1500:  To transfer the engine from the engine stand to the
shipping container, an employee gets under the engine to remove the T-Bar
and then fastens a plate for the container with two bolts. The employee
remains under the engine to torque the two-bolts.
2) AGT 1500: The employee stands under the container top to place bags of
desiccant into the container porthole. (A newer container design does not
require the employee to be under the container to add the desiccant.)
3) LF 507:  The gear box is wrapped with bubble wrap from under the engine.
A feasible and acceptable method of abatement would be to:
Redesign work procedures and/or engine stands such that employees are not
required or permitted to work under suspended engines or other suspended
loads including, but not limited to, containers at any time.
