Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazards of fire and explosion from aluminum dust. Hazards existed due to the following equipment and work practices: 1. Velocity of 4500/ft. min. was not maintained. 2. The cyclone and collection drum were not bonded and grounded. 3. Material had collected to a depth of over 1 inch in the main trunk. 4. Dust was not removed from the dry collector on a daily basis. 5. The blower for drawing the dust laden air in to the collector was not located on the clean air side of the collector. 6. Grinding wheels were dressed while on a spindle connected to an aluminum dust collection with a steel grinding wheel dresser. 7. Dry dust collection system was not provided with explosion vents. 8. Internal lap joints were not facing the direction of airflow. Foundry and production areas - An inadequate dust collection was used to collect metal dust including but not limited to aluminum dust. Among other methods, one feasible and acceptable abatement method to correct this hazard is to install, use and maintain an aluminum dust collection system in a safe manner. National Fire Protection Association (NFPA) Standard No. 65,Standard for Processing and Finishing of Aluminum, should be used for guidance.
