Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment and a place of employment which were
free from recognized hazards that were causing or likely to cause death or
serious physical harm to employees in that employees were exposed to a
serious fall hazard of up to fifty feet.
Friendly Shopping Plaza on route #1 in Branford, CT:
Employees were subject to a serious fall hazard while working on a
single-point adjustable suspension scaffold with out a safety line system
to provide them with the needed fall protection equipment while
preparing to paint the pole with advertising signs were attached.
Amoung other methods, a feasible and acceptable abatement method to
correct
the hazards is to follow the procedures set forth in the American National
Standards Institute (ANSI) Safety Requirements for Scaffolding,
A10.8-1977.
This should include the use of a safety line system. A lifeline provided
for each workman that shall extend to the ground, suspended from a
substancial structural member other than the scaffold. Each workman shall
wear a safety belt tied to the lifeline by a lanyard, and to a fall
prevention device that will limit the fall to no more than 6 feet.
