Section (5)(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious harm to employees in that employees were exposed to: (a) Employees were exposed to a potential fall hazard while operating the manually operated manlift in the main elevator and the north elevator which were not provided with guardrails on all sides of the manlift car. Among other methods, one feasible and acceptable method to correct this hazard would be to install a complete car enclosure. (b) Employees were exposed to a potential crushing hazard in case of a manlift failure while working near the base of the manlifts in the main elevator and the north elevator due to the lack of a guardrail around the base of the manlifts. Among other methods, one feasible and acceptable method to correct this hazard would be to install a guardrail around the base of each manlift.l

Section (5)(a)(1) of the Occupational Safety and Health Act of 1970: The %% employer did not furnish employment and a place of employment which were free from recognized hazards that are causing or likely to cause death or serious physical harm to employees in that employees were exposed to: (a) Employees were exposed to a potential hazard of rollover and impact hazards while pulling railcars with a tractor/payloader and the use of a chain or nylon tow rope. Among other methods, one feasible and acceptable abatement method to correct this hazard would be to change the method of moving railcars by pushing rather than pulling or have a secondary chain connected to the front of the tractor to totally secure the railcar while it is being moved.
