Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees: (a) Employees were exposed to a potential crushing hazard while working on the main floors of the main elevator and south elevator due to the lack of guardrails around the base of each manlift. Among other methods, one feasible and acceptable method to eliminate this hazard would be to install guardrails with an entrance gate around each manlift. (b) Employees were exposed to a potential fall hazard while operating the manually operated manlift in the main elevator and south elevator due to the lack of a car enclosure on each manlift. Among other methods, one feasible and acceptable method of abatement to eliminate this hazard would be to install a complete car enclosure with entrance gate on each manlift.
